I have new info: my WPC55AG adapter card works in a Windows XP laptop. I was able to connect the Windows XP laptop to my router using the laptop owner's NETGEAR card, and then we installed and connected the Linksys WPC55AG card, which inturn allowed me to browse the Internet.
I think that means there's something about the installation of the adapter card on my own Windows 98/SE laptop that isn't properly executing.
Since this isn't supposed to be rocket science, and since the installation worked in the past, I also suspect the real problem lies within my own Windows 98/SE configuration, perhaps in the registry, perhaps something about not completely uninstalling previous attempts, etc., in any case something that prevents a proper installation of the TCP/IP protocol with the adapter card.
Any ideas?
