[AZ] Starting to see speed problems in evening

Since I have had HSI, I have not seen hardly any problems with speed, but lately, in the evening, the speeds are only around 3Mbps (on a 9Mbps package), and 99% of the time I get the full 9. I'm concerned the node might be starting to get a little loaded, so if an engineer could check this for me I would appreciate it...
