it's packet loss or latency...
to test..
from a command prompt (start -> run -> cmd)
ping -t google.com

after a while hit ctrl-c to interrupt

should be in ball park of 40 ms, if jumping up to 100-150ms, or there is packet loss you will get the robotic voice break up..

Contact tw, dial 6-1-1 and have a tech come out, chances are there is an issue with a wire/fitting/splitter that is not working...
