So what has changed since then? Now that my ISP has evolved to Comcast, did they just get smarter with the security? I am just curious.
Yes, they block ports 135-137 used by windows shares at least

Have no idea my self. Just have a Friend who has cable and was curious. I prefer DSL, as i have always had it. Better privacy, as i have been told. I was asked to post the question as he was thinking his line was over loaded do too p00r DL at times.. HE got a new modem and things have got better.

If I can add a little more to this topic. Many years ago when @Home was my ISP, I was able to look under Network Neighborhood in Windows and see everyone that was on my cable line. There might have been about 15 or so accounts. I was even able to click on individual names and look through their folders. At least the ones that allowed file sharing. After viewing some wedding photographs and other personal crap, I decided that that wasn't cool to do.

So what has changed since then? Now that my ISP has evolved to Comcast, did they just get smarter with the security? I am just curious.

My question would be >> Why ?? If you DO ping everybody in your neighborhood/domain/node the only ones that will respond are those lacking in security. Multiple pings to a range of addresses in the same domain will get your provider to look closer at your activities(if they are doing their jobs), and/or get you the boot for breaking your TOS.

Technically(literally) speaking, Pinging multiple addresses(even for testing purposes) is against most TOS(this was covered here about a year or so ago).

Not if your ISP is doing their job with respect to security.

Thank You.
