Qwest has proven itself time and again as the absolute most backward and incompetent of the old Baby Bells. They are probably one of the worst managed telcos in the world.

Grand Rapids, MI		 They refuse to upgrade their network for faster speeds and when the local citizens want put in fiber them self's they are sued. Qwest is telling people if you want internet access you must pay us for it if or tough shit.
