That would be expected, wouldn't it, since the filter is on port 25 outbound? Your POP3 provider is evidently having problems since there is no POP3 (port 110) filter.

Intermittent service now. It was on part of the day yesterday, now its back down again.

Telnet for SMTP didn't work either when the port was blocked by SBC.

I'll give my hosting provider a call tomorrow if its still down.

If telnet to 110 didn't work, your POP server is down. Try running a traceroute to it to see if you have a path to it. If so, call the provider because the server died. SBC does not filter port 110. That would be too insane even for them...

Its weird, I tried telnet on 110 but no luck. Web access is working but long term that won't help me.

No one else has indicated any problem with the POP 110 port. And there would be no good reason SBC would ever block that. SMTP port 25 yes, but 110 no.
Might be a transient pop server issue with SBC. Give it a little time, In the mean time go through the standard stuff at your end: Check for malware/viruses, check settings in mail client, etc.

I had an issue a couple of weeks back with SMTP failing. Today my POP failed and I am unable to receive email normally.

Is there a known issued with POP being blocked by SBC?
