No Covad linesharing on Qwest measured lines?

Can someone shed some light on this? I had my first Covad order rejected by Qwest stating that they 'could not find my number in the database', that my number was with a 3rd party. Yeah right, it is a Qwest number.

I've resubmitted the order with Covad with the same info and in less than 4 hours Qwest again rejected it stating 'the type of service of your End User is not eligible for line sharing service. As a result, we are not able to process this order. Please have your end user contact the vendor (Qwest) to switch to a normal billed service or to give us a different TN, if service is still desired'.

Funny thing is I've called Qwest twice and not only they don't see anything on their end stating I can't get DSL because of my telephone number being a measured line, but they would also be more than happy to provision me one.

So anyone can tell me what the heck is going on with this?

Nope, it is a new POTS order that completed a little over a month ago. I had no POTS line for over a year at my house, was running only on a naked DSL line from Qwest with VoIP from Broadvox.

AT&T/Covad have a good promotion going on linesharing DSL, so I ordered the measured POTS line with Qwest a month ago and got it on a separate loop from the DSL, at my request, since my intention was to order DSL with AT&T/Covad on that POTS line and once it got connected, drop the Qwest naked DSL line.

Now Qwest is saying to Covad that linesharing is not available on my POTS line unless I change my 'class of service' which is measured service right now, to 'normal billed' service, which I understand is the non-measured residential service. What is irritating is that if I call Qwest directly, I can get DSL with them. I'm really considering writing to the PUC about this. I can't think of any technical reason not to allow Covad DSL on my line, and the fact that they are offering theirs supports it.

Unless it has changed recently you are not able to get DSL through Qwest on a measured either.

Covad should be able to tell you that, and I'm sure anyone you talk to at Qwest that was trying to sell you dsl would tell you that you cannot have a measured line and dsl on the same line.

That is not correct. Customers can have a measured line and dsl.

The issue is that IMA is incorrectly reporting the line type. More than likely due to the line class changes that were made on this customers account.

Customers can have a line sharing agreement with a clec and a measured line from Qwest.

It needs to be escalated to the group that handles orders for clec's. If you find no success PM me with your number.

Well that's the thing, the Qwest reps couldn't see anything on their systems not allowing them to place a DSL order on my line because of it being measured. They offered to place the order for me several times and stated my line qualified for it. And it was more than one rep too.

As for your statement on why measured lines and DSL don't mix, I still haven't got a valid explanation of why that is the case. As far as I can tell, it shouldn't be an issue at all. At least I can't think of a technical reason for it.

Just curious, why have a measured line as opposed to a flat rate line? I agree that, from a technology point of view, there is no difference for the DSL, the measured line is a switch thing. The problem probably has to do with USOC codes, which is a billng thing.

Keeping cost down for a telephone line I will barely use, that's the only reason.

if things don't clear up, play their game and change the line to flat, resubmit the order, provision the Covad, then change it back to measured. Measured only relates to whether your local calls are paid in advance at a flat rate or in arrears for a per minute charge.

I would avoid the measured service with DSL from a different provider like the plague.

Get a basic home telephone line, dsl, and be done with it.

Personally, bending over backwards to save a small amount of money by having a measured line is not worth the trouble.
