first thing I Want to say is the modem reports what it is connected or trained at not what speed your provisioned for.
I'm provisioned for 3072 download and 640 up.
if I switch to g.lite I train at the same download but upload speed is only 512. provision rates are still the same though correct? or when I was having problems with the line (inside wiring not qwest fault but my own) I was training at 64kb/s download and 640kb/s up. I saw that through the actiontec configuration page.

also if I remember right the account itself doesn't have much to do with provisioned rates. that happens in the dslam. your first connection point. this goes on when you establish train. your username and password aren't even in use yet but your connection speed is. once the dslam and your modem establish a connection with each other and figure out what speed you are connected at THEN your username and password gets sent to the qwest gateway. but again by this point your connection speed has already been set.

now have you checked the wan status page?
if so what is the SNR margin? what do the error counts look like?

reboot all the computers that are connected to the actiontec modem. IMPORTANT STEP.
now watch the internet and use/ethernet light (depending on what you are using to connect to the modme)
are they flashing like crazy?
if so they shouldn't be that is an indication of some sort of malware.
another thing if your using windows XP reboot the computer again and bring it up in safemode WITH networking support. try browsing then and see what happens. if all of a sudden your browsing is good as can beand stays that way for some time again that is a symptom of malware.

hey if your in safe mode and you have the time try running that line quality test again and see if your ping rates change and maybe try the speed test again as well.

another thing you can do is bring up your command prompt (try not in safemode first) and ping the actiontec at 192.168.0.1 and whats the round trip time.

another thing that can have an effect and I know it does effect me sometimes is routers on the way OUTSIDE of quest control.
there are points I see sometimes where my internet connection will really slow down. my ping rates go up and stuff. when I do a tracerout pings are great through the qwest network but once I get outside of qwest sometimes I run into a internet router that has ping rates of 300ms or so. though it doesn't look like that is your problem I am just pointing out sometimes that does happen.

try those things though and report back with us and we can try a few more things

I just went through a massive repair action and many hours of no DSL. When I came back up I was doing 640/256 vice my old 1500/1000.

A call to the 'help' desk, and the 20 questions game later, the help desk puts something into his system, my modem reboots, and I am at 1500/1000 again.

So the help desk can have a say in it some how. The DSLM is probably correct, but it can be affected by other locations playing on the system computer.

if I remembe rright some dslams (been too long) sometimes get locked on a specific train rate, rebooting the port sometimes resolvs this.
but again it has been too long so I don't remember as much.
but that would be affecting the dslam.

train speeds is all between the dslam, and the modem.
only other thing I could think of was the provisioned rate. but I doubt that was it.

but it isn't as the guy said where it was based upon his account.
his house is wired into a specific port on that dslam. the dslam doesn't care what his username and password is.
you can establish a connection without a username and password and get your full provisioned rate (as long as the SNR is high enough and your not getting errors on the line)
the username comes far later so that username situation shouldn't be affecting his download speeds or connection rates

Yes RX7, you get what you are provisioned for. I was provisioned for 640 and I should have had 1.5 meg. That was taken care of by resetting my values. Of course the Qwest help desk could have been lying about what he was doing, but in any event, I now work the way I should.
