I've heard they do, but sparingly.
Lots of members here have not been penalized for going over the limit.
I agree, they shouldn't have implemented this bandwidth system, and I'm pretty sure many ex-Rogers customers moved to Sympatico since. |

H0H 0H0 | They're not enforcing it in all probability because it's got so many holes in it you could drive London double-decker busses through it no problem.
It's wrong to have a limit if you don't enforce it. |
