I've heard they do, but sparingly.
Lots of members here have not been penalized for going over the limit.
I agree, they shouldn't have implemented this bandwidth system, and I'm pretty sure many ex-Rogers customers moved to Sympatico since. |

It's wrong to have a limit if you don't enforce it. |
