I have my mother hooked up with brighthouse networks {tampabay.rr.com} in Lakeland, FL. She has definitely been affected.
I'm wondering if RR's peering is limited to newsgroups or if they never set up their NOC correctly for failover. I'm guessing from the marketspeak that they're only describing newsgroup peering. They do have exceptional newsgroup access.
I'd suggest that their Tier 1 connections are essentially limited in nature even with the above quote. But I can't tell from here.

Edit: You don't suppose someone else cut them off? I can't get to what I reached yesterday. I can reach Verio, but it appears that they are no longer announcing Cogent. |

Cogent Wants to Eliminate Global Impact to Customers
Washington, D.C., October 7, 2005
Cogent Communications Group, Inc. (AMEX: COI), a Tier 1 Internet Service provider, is requesting that Level 3 turn their side of the companies Internet backbone peering connection back on immediately to thwart any further disruption of mutual customers Internet service. Once traffic is being exchanged between the two networks, Cogent will discuss the peering situation with Level 3,anytime, anywhere.
Cogents CEO Dave Schaeffer stated, We feel this situation can easily be resolved without more impact to the customers of either company. The seriousness of the situation has been made abundantly clear, and for the sake of Internet users, Level 3 should turn the connection back on and both parties should sit down at the table to discuss the situation.
Mr. Schaeffer went on to say, In fact, Cogent is willing to offer Level 3 free Internet service across our network to help alleviate their financial situation while also discussing appropriate traffic ratios. Cogent feels allegations of inappropriate traffic ratios have been incorrectly articulated by Level 3. In fact, it is Level 3 who requested that Cogent send more traffic across their network since Level 3 charges by the bit, and increased traffic flow helps them financially.
Cogents connection to Level 3 remains open, on and ready to accept their traffic. There is no situation that prevents them from turning on the connection other than a mindset that is willing to sacrifice customer connectivity at this specific point in time. Cogent feels that Internet users deserve better treatment while this situation is ironed out. That is why Cogent is appealing directly to Level 3 single-homed customers and offering them one year of free, dedicated Internet access to provide them with access to the full Internet, not just the Level 3 portion of it. This offer bypasses the problem, helps the customer attain full access to the Internet and eliminates the roadblock to Cogents portion of the Internet. Cogent has already had significant success with this offer and will continue to make it available as long as the peering connection remains turned off by Level 3.
Level 3 terminated its peering with Cogent without cause (as permitted under its peering agreement with Cogent) even though both Cogent and Level 3 remained in full compliance with the previously existing interconnection agreement.
Many Level 3 customers can still exchange traffic with Cogent customers because the Level 3 customer is multi- homed, i.e. it also has a connection to Cogent or to one of the many other networks with which Cogent has a peering relationship.
As described below Cogent is offering a solution to Level 3 customers that are not multi-homed. Cogent will offer any Level 3 customer, who is single homed to the Level 3 network as of October 5, 2005, one year of full Internet transit free of charge at the same bandwidth currently being supplied by Level 3. Cogent will provide this connectivity in over 1,000 locations throughout North America and Europe. Cogent is committed to an open Internet.
The existing interconnection facilities between Level 3 and Cogent remain intact. Cogent hopes that Level 3 will reactivate these connections, restoring a full level of service to their customers. *Level 3 is a communications services company headquartered in Broomfield, Colorado. Like Cogent, it operates one of the largest communications and Internet backbones in the world. |

I would of never thought.
Two Cat. 5 hurricanes in the Gulf of Mexico in the period of less than a month which has never ever happen.
Then the whole internet just about goes out.
I should of saw this coming!
