I don't see why not. Actually, I think there are already calling card resale programs that charge you 1.5 cents a minute (US) and you can charge whatever you want per minute and the difference is your margin of profit. I'll look for where I found that. They're routing their calls over SIP.

Or you could always "roll-your-own" solution with Asterisk/SER and some back-end custom coding.
