My experience is that NFR stands for Not For Retail. This is generally used by manufacturers to provide samples to resellers and consultants but is not a licence that can be sold. Is there a different meaning in this case?

I don't know. You may be right.

These do have product keys etc and are all sealed.

I don't use norton.

this is correct. you are not allowed to sell any NFR items, although they can usually be given away free , or maybe with a purchase of something else

sorry I was away for a few days.

Mobo + CPU are sold.

I expect I will be getting another set shortly. which will be a retail bundle and maybe coupled with XP Pro or something.
