My experience is that NFR stands for Not For Retail. This is generally used by manufacturers to provide samples to resellers and consultants but is not a licence that can be sold. Is there a different meaning in this case? |

Is there a different meaning in this case? this is correct. you are not allowed to sell any NFR items, although they can usually be given away free , or maybe with a purchase of something else |
