Actually the car is called a "smart" gets like 60mpg. Made by mercedes. They are actually planning on releasing those models in the US. The model is called the Fourtwo.

If you've got the bucks there is an importer in California that will sell you a Smart today, US EPA legal too.
SMART is presently a big money goblin for DCX and sales in the USA are not on the radar for them; at least not today.
