If Utah is serious about competition between telcos and cable, they should do what Texas did - pass a STATEWIDE franchise law and have it apply to both telcos and cable companies. That way, the law is neutral about who can build where. It isn't fair to let Qwest ignore franchise rules while applying them to cable.
Or how about REALLY enforcing the laws and make Qwest follow the same franchise rules as cable. Why does everything have to bow to the all mighty telco?

Oh, yeah, that's right... The telco's have all the politicians in there pockets. Unlike cable which haven't gained that power yet.
