May not be an Economic thing...

all licensed ISPs in Israel begin blocking Voice Over IP (VoIP) communications that terminate in the (POTS) telecommunications network oversees.
There aren't many Israel-friendly countries in Europe, Asia, or Africa. [Disclaimer: I'm not going to comment on why that is or if it is undeserved/deserved.] So Israel isn't going to like that a large portion of their civilian communication system is in the hands of a foreign communications company, which can be manipulated by a foreign government.

I don't like blocking the internet or VOIP, but I would paranthetically point out that VOIP is blocked in much of Arabia. I know it is blocked in the UAE, Qatar, and Saudi Arabia. Many Arabian countries also employ proxy servers to block access to a number of mainstream web sites.

I think security is a red herring. It is childs play to monitor SIP based communication. SIP is generally unencrypted. Keeping companies out of VOIP, however, stops home brewed companies from competing in the world market. It keeps companies out of call center markets, stops Israeli comapnies from establishing virtual presences in other countries. Moreover, you are just going to drive people to programs like SKype or force the country to cripple its Internet to the point where no one can get a satisfactory connection in order to stop acceptable VOIP based calls.
