It's written in plain English -- they will comply with the FCC Order, which means they will stop taking orders until they find an acceptable solution. Maybe they were just making a public statement so they could wait out until after Nov 29th to see if the FCC does an "oops, just kidding" again before signing a contract that would increase plan prices. You forget that VoicePulse has a whole separate B2B product which is not covered by the 911 Order and Wholesale VoIP is VERY profitable right now. They are also the only provider of incoming SIP/IAX calls with phone numbers from across the country and they charge a premium for it. Seems to me like they have insulated themselves quite well against the uncertainty of residential VoIP.

My take is that they were intentionally ambiguous. If they meant that they would stop taking orders I would think they would highlight that rather startling fact.
