How do you know that is what they meant? My take is that they were intentionally ambiguous. If they meant that they would stop taking orders I would think they would highlight that rather startling fact.

Maybe they were just making a public statement so they could wait out until after Nov 29th to see if the FCC does an "oops, just kidding" again before signing a contract that would increase plan prices.

You forget that VoicePulse has a whole separate B2B product which is not covered by the 911 Order and Wholesale VoIP is VERY profitable right now. They are also the only provider of incoming SIP/IAX calls with phone numbers from across the country and they charge a premium for it. Seems to me like they have insulated themselves quite well against the uncertainty of residential VoIP.
