What doesn't make sense about it? It's written in plain English -- they will comply with the FCC Order, which means they will stop taking orders until they find an acceptable solution.
How do you know that is what they meant? My take is that they were intentionally ambiguous. If they meant that they would stop taking orders I would think they would highlight that rather startling fact.
