If they ever catch the people who are responsible then the telegraph company should make them pay for all of the costs incurred for performing the repair. The individuals should also be held criminally responsible for negligent usage of firearms and if someone who needed to call 911 could not. Given how much lineman overtime can be, this will quickly discourage other people from doing the same thing.
I'm sure they'd throw the book at someone for this (at least I hope they do). Unlawfully discharging a firearm into communications lines that carry emergency service? If somebody died as a result of not being able to reach 911, the individual could be prosecuted for manslaghter arising from negligence.
