Strange bittorrent problems

Tell me if you ever seen this happen before-

I can download normally from private registered sites but I cannot upload back.
I cannot download from public sites that do not require a membership (like pirate bay)
I use Bit tornado and it shows that I am firewalled when trying to download from public trackers, the advanced tab shows that I am being choked/snubbed by all peers and seeders.
When downloading from a private tracker the indicator shows that I am fully connectible and downloads go fine until I try to seed the file, my upload speed never goes above 2kb/s

This all started after I switched from my local phone company's broadband to my local cable company supposed faster cable internet with a six months free package(Sasktel to access communications)

Modifications I made-
Uninstalled Nortons 2005
Added bittornado to the XP firewall exeptions list
Ran XPsmoker pro's internet connection optimizer
Installed lvllord's hacker patch to windows that (helped for web surfing)-

My speeds with the phone company were consistantly in the 4.5mbit/s range
The cable company rarely ever reaches 4mbit/s in fact the results of my last test run just a few minutes ago were-

I have done many internal and online virus and adware scans and found absolutely no evience of infection.

So Im sitting here going WTF??, the internet support line claims that my service is set to high speed and no capping,throttling or blocking is being done.

Happened to me three days ago except it was about 600kb DL and 450 kb UL. So I just put my dl's on hold. Yesterday tried it again, its back to normal now to 4800DL and 450kb UL when I tested the speeds. Don't know why it happened, I didn't do a huge bandwith jump usage in the past week and I sure didn't change any software configurations or install any. I bet it is them traffic shaping, since I live in Mission of Vancouver, so I doubt our nodes here are congested that badly.

Your ISP has probably implemented, or is in the process of testing traffic shaping devices. Tech support often don't know about the stuff, just like Rogers, they've been throttling P2P for nearly a year in some areas, and they dont tell anything to anyone.

What's your ISP? Shaw?

Access communications.
I've just given up and switched back to Sasktel, everything works fine now.
Access called me back and informed that there is some major problem in the network here (in N.Battleford) and that the problem will be fixed in mid February, they even offered me free internet untill it is fixed, I refused the offer as I have lost all faith in their service and the half functional internet is unbearable.
Until now everyone in town just put up with this poor service, my final call to the district manager in Regina to disconnect my service convinced them to check for problems in the neighborhood and sure enough problems were found.

I'm with Primus in western Canada, and I've noticed in the last two weeks, downloads from public trackers have gone to hell. Stuff that used to take an hour now takes a couple of days.
