Negotiating a new franchise normally takes a lot more than six weeks, especially considering that Verizon apparently has yet to negotiate several major clauses of the franchise (line extension standards probably being the big one with Verizon's practices so far). This is big because now other towns can use this agreement as a template. Which means Cablevision,comcast & time warner have nothing to litigate and complain about. Part of the hold up in this agreement was cv suing, complaining, etc. Now things can move a lot faster in other areas where they have been negotiation for a long time. They have a better idea of what will work in NY state and what won't. Won't be surprise to see a flurry of franchises being approved in the next 3-4 months. |
