PSC is the state level authority though. What about the local level authority? Or has Verizon already informally negotiated the agreement at the local level?
Or does NY do it opposite, the local franchise is negotiated first then the state PSC/PUC approves the agreement then there is a local vote? Normally the state PSC/PUC gives approval for a local vote which then gives the local authority permission to negotiate.
