BTW, this is the error message I receive when I try to send email from OE:
"The connection to the server has failed. Account: 'pop.sbcglobal.net', Server: 'smtp.sbcglobal.net', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E"

Microsoft has this to say about that error:

Which is odd because the SBC port 25 block should not affect SBC's own servers. You say you haven't merged a Yahoo! account. Have you migrated from a legacy SBC account to an SBC Yahoo! DSL Service account? Your servers are right for non-migrated uses, but your POP3 server is wrong for a migrated account. SMTP servers don't seem to matter; I can still use mail.pacbell.net...for now. But POP3 servers do; once you are migrated, you can't go back to using the old POP3 servers.

Do you use a router, a firewall? With port 25 blocked on my router I get:
The connection to the server has failed.
Account: 'SMTP Test',
Server: 'mail.pacbell.net',
Protocol: SMTP,
Port: 25,
Secure(SSL): No,
Socket Error: 10060,
Error Number: 0x800CCC0E
With port 25 blocked on my firewall I get:
A TCP/IP error occurred while trying to connect to the server.
Account: 'SMTP Test',
Server: 'mail.pacbell.net',
Protocol: SMTP,
Port: 25,
Secure(SSL): No,
Error Number: 0x800CCC15
The first one looks like your error.

Try configuring your MS Outlook Express to use smtpauth.sbcglobal.net with port 587. See the screen shots.
