Are Wilkes Barre officials limited to only one action at a time, or is it possible they could do both (deal with drug-addicted bums and beggers AND build a Wi-Fi network)?

They could but if you have a limited amount of cash, as most cities do, then it makes more sense to allocate that cash to solve the most critical problems first and then use what is left to deal with other issues.

They could but if you have a limited amount of cash, as most cities do, then it makes more sense to allocate that cash to solve the most critical problems first and then use what is left to deal with other issues.
Ahh, the article is not clear on whether this would be paid for with tax dollars. If so, I have to agree with you there. if they want to expand internet access to poor communities the best way to do it would be through public libraries. Otherwise there are much more urgent ways to spend that money.
