I don't disagree with you about people getting bought off; however, it's always best to provide proof of such.
For example, people in Chicago talk all the time about the current mayoral adminstration's "indiscretions" and yet the current administration has been in power since 1989. Granted there are current federal investigations going on; however, there's little value in saying there's corruption, but much value in proving it. (if you're from Chicago, spare me the flames - I dislike Daley just as much as the next guy).

Nah, they just want to waste their money on an unneeded toy network. Other "cash-strapped" cities in Penna. shouldn't be making this mistake.
