Until very recently, TWC held the exclusive TV franchise for the town of Esopus NY. The houses on my road with addresses greater than 400 were in Esopus, and had TWC. Houses numbers under 100 were in Highland and had Cablevision. Houses numbers between 100 and 400 were considered in Esopus (with a Highland address) and had no CABLE and no DSL. Approximately 32 homes shared the same predicament.
I pleaded with TWC for 5 years, having them come out and do multiple surveys, the results which follow, note the date and the amount:
Survey by TWC on Jan 5, 2004 to build cable was $26,485 Survey by TWC on Dec 3, 2003 to build cable was $25,994 Survey by TWC on Jan 30, 2003 to build cable was $19,493 Survey by TWC on May 9, 2001 to build cable was $18,492
Over the years I filed ten fraud and abuse claims against TWC, with the NYS Public Service Commission (Case #427808).
One claim was that TWC drilled a hole into my residence, Dec 17, 2002.
For over a year I had a sign on the road near my house: Time Warner Sucks
Another of the 10 claims was finding an 8 page marketing glossy left by a TWC salesman with his name/cellphone. I called him back to let him know I was interested and arranged to leave work early to meet him. As we sat (11/11/2004) at my kitchen table he explained how he could give me free cable installation including RoadRunner free for 2 months. I ordered a package for $129.95 with a dish buy back. He asked for (and I provided) my drivers license and a recent bill from DishNet. When salesman was ready to execute deal then called his office. Minutes later the TWC salesman told me it now cost $18,000 to install. I would not repeat the conversation I had with him here. The next day I called TWC to lodge another complaint and then updated my NYS Public Service Commission claim on 12/28/2004.
A process that took me 5 years, with petitions, public service commission meeting, town board meetings, town board public hearing, town board resolution, and despair at all the time wasted on my 3 dialup lines while everyone around my area (except for these 32 homes) had high speed internet connection - we rotted on dialup. Despite all the pain I consider myself lucky that on July 12, 2005 Cablevision was granted a cable franchise waiver to town of Esopus, from the NYS Public Service commission. The official document at

Then, the endless waiting for the preparation work. The power company had to change 2 poles; the phone company had to move service on some poles, all taking many months. Then finally Cablevision could start. It took Cablevision 6 weeks to build the system, Finally on Oct 17, 2005 we got Cable (Cablevision). | |

Until very recently, Time Warner Cable held the exclusive franchise for Town of Esopus, yet they are somehow allowed to cherry pick who/where they build, so they never built my neighborhood. The franchise process should require company to build the entire area within the franchise boundaries - but evidently in NY State it does not. Cablevision, after a lengthy evaluation period where they map the area, design the area, compute ROI (return on investment), etc, then Cablevision, assisted the Town of Esopus to apply for a Cablevision franchise a very lengthy process, let me summarize the franchise steps and build steps which took place in my case: - Town must obtain correct forms, etc (3-4 months) - Town lawyers must review these forms (3 months) - Forms submitted to Public Service Commission (1 month) - 45 day "cooling period" at Public Service Commission (6 weeks) - Schedule into monthly meeting (there is one meeting a month - thus this took another 6 weeks) - PSC monthly meeting takes place - Results of monthly meeting are published (3-4 months) - Town of Esopus, Town Board, schedules a "Public Hearing" (30 day advanced noticed publish to local newspaper) - Town of Esopus Town Board Public Hearing occurred (A Cablevision representative came to this meeting with maps of the proposed area to build, gave a presentation,etc) - Town of Esopus schedules a Town Board resolution - Town of Esopus Town Board resolution proposed/disussed/passed (1 month) - Cablevision writes checks to Electric Company and Phone companies booking time for 3 party ride-out (2 months) - 3 party ride-out occurs - (in this case) was determined that Electric Company must change 2 poles (this took 3 months) - Then phone company had to tighten lines (this took 3 months) - Finally Cablevision started building (Sept 1, 2005) - that took 6 weeks, I was 2nd customer activitated in the area, which occurred on Oct 17, 2005.
HALL, Cablevision does not suck. They played the game and saved me from a life of 7 computers sharing 3 dialup lines. Although my situation was truly miserable I consider myself lucky that Cablevision would go to all this trouble and expense just to pick up another 32 customers, maximum.
Hall, your next question: Why did TWC drill a hole in my house. In 2001, I was calling TWC quite often. After hearing NO and UNSERVICEABLE a zillion times, some (probable newbie) at TWC call center (maybe got incentive for arranging new customer?) arranged an install for me. 2 TWC crews arrived within 5 minutes of each other, the youngsters arrived first. They started the install by drilling a hole in my house. Within 5 minutes the 2nd crew arrived, including crew leader who started complaining that there is no service to the road. He made his crew stop work immediately called his office screaming into the phone about heads will roll, then everybody left. | |

Sorry you couldn't get Time Warner service.
Happy to hear you don't have to dole out 3 dial-up lines.

He gave an honest review about his experience, in which clearly OOL went the extra mile and his TW franchise showed they could give two shits.
Maybe his post would have been more on topic in the rants and raves forum. But I feel it's on topic here as well, as it highlights many of the deficiencies in the TW system, also the franchise system in general. The way franchises are set up with TW sucks BAD. I miss my Adelphia franchise, and the way they are set up. | |

| Had a similar experience in our building. We're alone on the NE corner of an intersection (so far). All other corners are serviced by TW, and the best we can get is IDSL.
Our company is but one tenant in this office building. Both the management and most of the tenants want RR, and we've contacted TW about running a cable across the street. Despite the business we'd collectively give them (and at business rates), they want a minimum of $10k to add us on.
Because of this, we've decided to NOT use TW even if they every do run cable to us. Fortunately, other options are coming  | |
