RWIN and tweaking for campus?

My campus connection is ALWAYS different...anywhere from 1500Kbps sometimes to about 30,000Kbps most of the time, but sometimes goes up to 55,000Kbps.

MTU was easy to adjust, but what should I use for RWIN? What is better - RWIN that is too low or too high?

I primarily play games, and download stuff.

Any advice?
