These are blocked to prevent people from running servers on common ports. Any port not listed is open. I personally use remote assistance frequently for my side job. I can assure you RA is not blocked, but there is probably a firewall stopping the packets.

Louisville, KY		 in some markets ICPM is turned off in charter. if it is routing you through one of those then it wont work.
