In any Explorer window, go to the menu and choose Tools>Folder Options and then go to the View tab.

In that dialog, it is the last thing listed.

i tried that but it still doesnt work. it doesnt show the security tab. do i have to be on a domain? I hope not.

It's in the Folder Options menu, like Hot Rats said. And no, you don't have to be on a domain.
