I called Sympatico today again, I spoke to a lvl 1 tech and told her that my latency has shot up recently and that I am an online gamer. After making me do some tracerts, she transfered me to a lvl 2 tech who told a higher level tech about my problem. The lvl 2 tech told me to wait a couple of hours after which, my problem should be fixed.
After 2 hours, I get a call saying that I am now upgraded and my latency now should be fine.
I take a speed test, and I am now on a higher profile getting 2000/600 speeds. My ping now is only 20 ms to the first hop

! I am extremely happy, after 2 years of calling about my problem, it is now finally fixed!
This is a lesson to everyone who is getting high latency and bad speeds. Don't give up and keep calling Sympatico and bugging them about the problem. It worked for me, it can work for you!
