17,900' is the default loop EWL when the exact distance is not known. If you have a known Covad loop then that is most likely close to your real loop EWL (Effective Wire Length) as they get it from the telco.

Do not go so much by what you read here as much as what is on the official Verizon Online site as that is what is going to determine final terms. BTW, an upgrade from one speed level to another is free for existing Verizon Online customers but you are considered a Covad customer as Verizon the telco supplies the line but VOL the ISP is not part of the deal at present. When I went from 1.5/384 to 3/768 there was no charge to upgrade and in fact, my monthly cost went down slightly due to price changes.
