As long as the FCC can possibly make money from this and they will, because once the bells implement the 2nd tier and start charging a tarrif you know the Fcc will have thier hand out as well as all the corrupt politicians. The way it works is that the Fcc and the Government will not touch the Major carriers and most of the wireless groups because they are raking in the money for them with these pitty taxes.
