That is incorrect. I literally have dial tone
ONLY. 10 cents per minute for
LOCAL, plus a varying LD rate. The worst part is that I only have this landline as a backup in case the power goes out (or 911 is needed), it has never once even had a call placed on it.
I would say it is quite correct. like I said 'usually'; on another note I find your situation absurd, hmmm... now that I think about it, isn't the phone company required to maintain 911 ability on every line, 'current' or not? atleast that is what a phone company in my state told me, when I worked for them.
