It isn't just the west bay since I'm having the same problem in Santa Clara. I've had this service for about 8 months now and this is nothing new. Comcast oversells the area and latency shoots through the roof for a month or two, then either a bunch of people cancel or they slightly upgrade capacity to band-aid the problem for a month. Wash, rinse, repeat.

It's clear that Comcast isn't dealing with their customers in good faith in the bay area. I'm sure they'd rather lose people like us that actually care about the quality of our connections than to anticipate capacity needs and upgrade beforehand. If they want to save money, they should stop advertising because they clearly can't handle any more customers.
