There's probably a lot of latency irrelevent data moving across the network that if bumped down in priority would free up some resources. Though Comcast is a poorly designed network. Poorly designed networks can't be easily fixed. The size of Comcasts network is huge. To say the whole network is poorly designed is flawed. I can say the network in my area is exceptional. I got equal service with Comcast compared to SBC DSL. I can say there are areas of the network which are horrible.
The problem is the sheer size of the network. That and the fact that Comcast doesn't have the personel to fix the problem in a timely fashion. Money probably has something to do with it as well. Lastly, you have the corporation itself where the wheels turn very slowly.
