Are you installing the WDM drivers? These are necessary for the VIVO and tuner devices on the card.

ATi has a package with the video and WDM drivers along with the control center. It also has each item separately. If you are using the full package, try the separate drivers; if you are using the separate drivers, check that you are installing both video and WDM.

I discovered my problem. I would first install the display drivers, and then the WDM drivers. What I needed to do was install the display drivers, reboot, install the WDM drivers, and then reboot. Now it is all well. Though my channels are no longer displaying without lots of fuzz. I'm working on that.
