Its just a branded marketing. Nothing is offloaded traffic wise to AOL.

(Not sure on the other question)

New Orleans, LA		 Their old network used telco local loops but AOL was the ISP. They also allowed multiple PPPOE connections simultaneously if the telco infrastructure allowed.

It doesn't sound like their current plan works the same way.
