I would say it is safe to say that it is just a sales person. Is there a service from them you don't have? If you answer is yes, then they're probably going to try to sell it to you.

 I'd guess that they're trying to sell me their new digital voice (I think?) service. I got a promotional flyer in the mail from them on Friday or Saturday.

I don't have digital cable or their digital phone service, but those aren't all that new and they've never really bugged me over the phone about those that I can recall.
