But by creating their own P2P network - are they in some way legitimizing file trading?

What other point is there for P2P other than file trading?

And by legitimizing it, I hope you don't mean making the passing of illegal files legal. Distributing copyrighted material by P2P or any other means is still illegal and always will be until the laws change. This is regardless of what any network supports.
