Low-income. Okay, let's put this in definition form. It usually means it's an area that has a high crime rate (usually), many people unemployed, and many people on welfare. This isn't racism (I never went against one race, get it right please), nor is it anything else. I'm stating that they don't roll out in communities that they don't think can afford it, using state/federal statistics I assume, just for that reason. If they can't afford the product, why roll it out for a few users. Or wait around and have some affirmative action committee design some kind of program to make you some kind of victim. You can have someone feel sorry for you then.
