99% of those IP addresses are dynamically assigned residential accounts, a large number of which host compromised computers running spamming proxies. Until Comcast implements outbound port 25 blocking across the board, I hope those IP addresses remain listed. Otherwise I'll have to create my own, local blacklist to cover them.
There are plenty of RBL's that specifically list dynamic IP's. None have 100% accurate, but are close enough.

The sorbs DUL comes to mind. I think NJABL has a dynamic list as well.

And the "XBL" part of the Spamhaus 'sbl-xbl.spamhaus.org' list. I am not sure that the "SBL" side deals with open proxies; the Spamhaus site states that it does not.

Also, AFAIK, the Comcasts output SMTP servers used for their residential accounts are not blocked by either SBL, or XBL. SPEWS occasionally catches them; but I don't use SPEWS.
