I knew his time as mayor and he was decent in that he hated red tape and always wanted to get things done. He even made a promise that if the National Aquarium didn't open on time, he would swim in the outdoor seal tank. True to his word, he was decked out in an old time bathing suit with a Donald Duck inflatable toy and went in. As a governor, he wasn't too good.
