So I get a great deal on eBay for some 8GB flash IDE drives. They were listed as "refurbished". I'm wondering why they won't format so I decide to take a look inside.

Refurbished by putting them in a washing machine perhaps?

Back they go...

I've seen certain types of flux removal solvents leave a white residue like that. Very poor workmanship, to say the least!

Try cleaning them with soap and warm water; let them dry fully. May work.
