Yes that is a Fiber to Ethernet convertor. As to why they dont just run fiber to a central switch and cat5 to the dorms is a good question. Thats how they designed their network for some reason... The question... Do they charge you to rent the convertor in addition to paying for access ??

No, I'm pretty sure it's free to rent for the year. But I know that if you break it or don't return it with all the wires it came with, they charge you.
