If there is free Mac software to design CD and DVD covers, etc., I have not found it. The exception is probably if you buy a new CD or DVD player for Mac It should include some graphics software. Otherwise there is Toast, Popcorn and, Printshop that can do it. They are all priced under $100. Anything else that will do what you want is probably going to cost more. If your friend wants to totally design from scratch and not use the templates provided, I don't know where to look. The folks that I know who design on Mac have been doing it a long time, and their software is pricey.
