That's all net neutrality is about. Giving preference to one group, whose either paid a fee to you; or is an affiliate of yours.

Basically pay to play....

Make non compliant services slower so as to punish them. Just smells of monopoly power.

No - thats the OPPOSITE of what Net Neutrality is about. Confusion seems to abound.
This is why this one could go either way, depending on how well the big lobby guys confuse the public
