Short answer: pretty much that's what it's going to be like.

Long answer + Question: It's pretty much part of the new speedboost thing that is essentially network throughput throttling based on demand and collective network load.

My question is this, does the network activity spike very quickly? Or does it stay at those fast speeds for a relatively prolonged period of time? The speedtest reflects essentially the average speed in that interval (total downloaded / time), but doesn't really explain the behavior as well as a DUmeter grab or a NetPerSec screenshot would. I'm really interested in getting a look at that to see what the activity looks like.

Just DL a trial of DUmeter or something, download the file again, and take a screenshot while it's coming.

I'm interested to see how this actually plays out real-world.

In my area, Powerboost seems to boost me up to about 10.8 Mbps or so until the download hits about 20 or 30 MB and then begins to throttle back down to my cap speed of 6.6 Mbps.

I've noticed it too, but since I'm in an area where most people don't know what electricity is, much less have a cable modem, my "powerboost" lasts quite a long while.

I would still like a bit more upload though.

Still no PowerBoost in PA. I am still capped at my normal DL speeds.
