Because law enforcement may want to tap LOCAL LAN traffic while pursuing a criminal. And AT&T or Qwest or whoever wouldn't see traffic contained within the university lans. Well, that's your usual pro-corporation, pro-Bush uninformed-styled crap - they do it. FYI: that's the point behind the direct fiber split to the NSA, to be able to see everything..
