They are funded by the majors. It is the position of the RIAA that there is no such thing a fair-use, under any circumstance or at any time. It is the position of the RIAA that it’s policies and edicts supersede international, federal or state law. It is the position that all (recorded) music comes under the prevue of the RIAA regardless of source, ownership, content, status, or will of its creator.
